Environmental Criminal Liability in the United
States: A Handbook for the Marine Industry.
In the late 1990s, the Board of CSA approved the development of this
handbook. At the time, there was concern that both seafarers and company
personnel did not fully understand their obligations and rights. We feel gratified
with the degree to which the industry has accepted this handbook.
Due to on-going concerns with the implications of criminality, the Board decided
to make the handbook available in PDF format. While we believe you will
find the information in this handbook both informative and useful,
it does not replace the advice of corporate counsel or criminal defense
counsel. If you have any comments on the handbook or the subject
of criminalization of normal maritime activity, we would be pleased
to hear from you.
